if you having it at Pattaya or Phuket ? Most hotel do have private beach just check out with them.

By law, all beaches in Thailand are public beaches and are supposed to be open to anyone that wants to enjoy them. Just like many laws here though, some people don’t always observe them,. A few high end hotels may restrict access or even ask non-guests to leave. You should be able to go to any beach and have your party, but it’s probably a good idea to stay away from beaches that are next to some exclusive hotels and residences.
All beaches might be public however the access to the beach is not necessarily which is why some land owners and resorts for example charge access fees. If you want to throw a big beach party then you should get permission from local authorities / police. This is especially the case in tourist destinations such as Koh Samui and Pattaya.
I reckon you ask about beaches in Thailand. By law, beaches and moutains are public so anyone can use them. You can practically go party in any beaches in Thailand given you are not disturbing peace and not damaging the beaches by polluting them.
Try anyone and if the police come, move about.
